ANNOUNCEMENT – UBBMed strengthens the city’s medical profile and Romania’s health system

UBB is developing an advanced Program in biomedicine – UBBMed (https://www.ubbcluj.ro/ro/facultati/school_of_health) -, as part of the “UBB School of Health” (https://www.ubbcluj.ro/ro/facultati/).

The UBBMed Program focuses on advanced research that brings innovative applications (products/technologies/services), and this process will also contribute to the medical continuing/lifelong learning education in the field. The general working framework is the bio-psycho-social model, within the paradigms of scientifically validated approaches (evidence-based) and personalized ones within the context of smart technologies (e.g., big data/machine learning/artificial intelligence).

The present formal organization of UBBMed is rooted in the biomedical fields that already place UBB as one of the top players at national level and a relevant player internationally. Therefore, the three clinical sections are built on the already confirmed academic performance of UBB in the fields of mental health (UBBMed-Psy), public health (UBB-PublicH) and general-internal medicine and cancer (e.g., so far mainly onco-biology/psycho-somatics/psycho-oncology) (UBBMed-G). UBBMed-Tech section stimulates the development of advanced technologies in the field (e.g., Robotherapy/Virtual reality for the treatment of mental disorders/Medical imaging technologies/Nanomedicine etc.). Also, the transversal section (UBBMed-T) reflects UBB’s competitiveness in information technology (e.g., including the UBB supercomputer and artificial intelligence for big medical data analyses) and medical/health ethical/social aspects. An exploratory section (UBBMed-M) includes new fields, in the progress of being formalized (e.g., health economics). The InfoBioNano4Health platform (see here: https://www.ubbcluj.ro/ro/facultati/school_of_health), as the city’s/country’s new specialization, will be a central academic infrastructure of the UBBMed program, using the pre-clinical innovative developments (InfoBioNano) and advanced technologies (ex. BrainQ Institute – clinical MRI 7 Tesla and pre-clinical 11 Tesla/the EON-UBB Center for virtual/augmented/mix reality) for medical applications (Health).

The UBBMed Program is being developed with the contribution and consultancy of medical schools in universities within the EUTOPIA European alliance (https://eutopia-university.eu/) where UBB is also a member, some of the best around the world, together with UBB’s already strategic international academic collaborators in the field. Within the country, UBBMed already has partnerships with public and private clinical infrastructures that will be first to benefit from the UBBMed resources and results generated, due to their support of the clinical activities of UBBMed. The UBBMed Program will be open to cooperation around the country, as it already is internationally, to all willing institutions in the field (public or private universities/institutes/clinical units etc.), for win-win situations.

In this context, the UBB rector, Prof. Daniel David, declared the following: “Honestly, simply, and directly put, today, a comprehensive university with a global engagement such as UBB, a member of networks where it is quite unusual that a comprehensive tradition university does not have a biomedical structure, cannot afford not to have formally a biomedical component that approaches frontier topics for our species/civilization, and thus attracting resources/grants that generate knowledge translated into publications/patents, applications for people’s health, and education in the field. Throughout its history, our University has probably had the first medical faculty in the country within Universitas Claudiopolitana (18^th century – see below the Foundation Act of Empress Maria Theresa), which was then carried on through the Hungarian University (19^th century) and the Romanian University (20^th century); the statues representing “medicine” are still on the UBB frontispiece and in the UBB main lobby! However, after the 1948 Communist reform, the medical part was torn apart from the University and reorganized independently. It’s time to bring back biomedicine to UBB formally (not only by a diffuse presence, be it strong), and I am glad that we are doing this with the support of some of the best medical schools in the world.” Finally, the UBB rector added: “For now, our focus is on the advanced part in the biomedical/health field, namely on generating knowledge through research, disseminating knowledge through continuous education/training, and using knowledge through innovative applications/technologies. This way, we will fortify the academic strength of UBB, dedicated to this area, too, the city’s profile and the country’s competitiveness in biomedicine, within the win-win logic, where both the University and the community/people win. Future developments of the UBBMed program on other levels/in other areas depend on the needs and the context of national collaborations and those within the international structures of which UBB is part.”

The Launching Ceremony of UBBMed

ANUNȚ – UBBMed întărește profilul medical al orașului și domeniul sănătății în România

UBB dezvoltă un Program avansat în domeniul biomedical – UBBMed (https://www.ubbcluj.ro/ro/facultati/school_of_health) –, ca parte a „UBB School of Health” (https://www.ubbcluj.ro/ro/facultati/).

Programul UBBMed este focalizat pe cercetare avansată, care să ducă la aplicații inovative (produse/tehnologii/servicii), iar în acest proces va contribui la formarea continuă în domeniu. Cadrul general de lucru este modelul bio-psiho-social, în paradigmele unor abordări validate științific (evidence-based) și personalizate (personalized), în contextul tehnologiilor și al analizelor de tip „smart” (big data/machine learning/artificial intelligence).

Organizarea formală a Programului UBBMed pornește de la domenii biomedicale unde UBB este deja un actor academic de vârf în țară și relevant la nivel internațional. Astfel, cele trei secțiuni clinice exprimă performanța academică deja confirmată a UBB în domeniile sănătății mintale (UBBMed-Psy), sănătății publice (UBB-PublicH) și medicini generale-interne și cancer (în această fază mai ales bio-oncologie/psiho-somatica/psiho-oncologie) (UBBMed – G). Secțiunea UBBMed-Tech stimulează dezvoltarea tehnologiilor avansate în domeniu (ex. Roboterapie/Realitate virtuală pentru tratamentul tulburărilor psihice/Tehnologii de imagistică medicală/Nanomedicină etc.). De asemenea, secțiunea transversală (UBBMed-T) reflectă competitivitatea UBB în tehnologia informației (ex. incluzând supercomputerul UBB și inteligența artificială pentru analize de big medical data) și aspecte etice/sociale ale medicinei/sănătății. O secțiune exploratorie (UBBMed-M) cuprinde dezvoltările în domeniu în curs de formalizare (ex. health economics). Platforma InfoBioNano4Health (vezi aici https://www.ubbcluj.ro/ro/facultati/school_of_health), ca nouă specializare a orașului/țării, va constitui o infrastructură academică centrală a Programului UBBMed, utilizând dezvoltările inovative preclinice (InfoBioNano) și tehnologiile avansate (ex. BrainQ Institute – RMN clinic 7 Tesla și preclinic 11 Tesla/Centrul EON-UBB pentru realități virtuale/augmentate/mixte) pentru aplicații medicale (Health).

Școala/Programul UBBMed se dezvoltă cu participarea și consultanța școlilor medicale din universitățile care formează împreună cu UBB Alianța Europeană EUTOPIA (https://eutopia-university.eu/), unele dintre cele mai bune la nivel internațional, alături de colaboratori academici internaționali deja strategici ai UBB în acest domeniu. În țară, UBBMed are deja parteneriate cu infrastructuri clinice, publice și private, care, susținând activitățile clinice ale UBBMed, vor fi primele care vor beneficia de resursele și rezultatele generate de UBBMed. Programul UBBMed va fi deschis și în țară, așa cum este deja la nivel internațional, spre colaborare, tuturor instituțiilor doritoare din domeniul sănătății (universități/institute/unități clinice etc., publice sau private), atunci când se pot găsi demersuri „win-win”.

În acest context, rectorul UBB, prof. univ. dr. Daniel David, declară că: „Sincer, simplu și direct spus, o universitate comprehensivă cu angajament global cum este UBB, membră în structuri în care este neobișnuit ca o universitate comprehensivă cu tradiție să nu aibă școală medicală,  nu-și poate permite în ziua de astăzi să nu aibă o componentă biomedicală, prin care să abordeze teme de frontieră pentru specia/civilizația noastră și să atragă astfel resurse/granturi prin care să genereze cunoaștere exprimată în publicații/patente, în aplicații pentru sănătatea oamenilor și în educația din domeniu. În istoria sa, Universitatea noastră a avut se pare prima facultate medicală din țară în cadrul Universitas Claudiopolitana (secolul XVIII – vezi mai jos Actul de Fondare al Împărătesei Maria Tereza), continuată apoi în Universitatea maghiară (secolul XIX) și în Universitatea românească (secolul XX), statuile reprezentând „medicina” fiind încă pe frontispiciul și în holul UBB. După reforma comunistă din 1948, partea medicală a fost ruptă din Universitate și reorganizată independent. Este timpul să readucem și formal (nu doar ca prezență difuză – fie ea și relevantă) partea biomedicală în UBB – ne obligă istoria, prezentul și viitorul – și mă bucur că o facem cu suportul unora dintre cele mai bune școli medicale din lume.” În final, rectorul UBB adaugă: „Deocamdată, focalizarea noastră este pe partea avansată din domeniul biomedical/sănătății, și anume pe generarea de cunoaștere prin cercetare, diseminarea cunoașterii prin formare continuă și utilizarea cunoașterii prin aplicații/tehnologii inovative. În acest fel, vom întări prin forța academică a UBB, dedicată și acestei zone, profilul orașului și competitivitatea țării în domeniul biomedical, într-o logică „win-win”, în care câștigă și Universitatea și comunitatea/oamenii. Dezvoltările viitoare ale Programului UBBMed la alte niveluri/în alte zone depind de nevoile și contextul colaborărilor din țară și din structurile internaționale din care UBB face parte.”
